Add VA-API support #437

I'd like to request that the va-api be added to the builds (if not already 
there), especially for Android. I've been reading around the web and there was 
some activity on this front with FFMpeg, but I have no idea where they left off 
or if its even available at all. The VA-API provides access to hardware 
acceleration of audio and video.

It looks like this only works for video playback. I don't believe Android 
offers a way to let an application draw video with that API, but I may be 
mistaken. If you find more information about that, please post it here, thanks!

Yeah I mis-spoke/typed; it is only for video playback, no audio. I'll post more 
as I find it.
