nm.extract.xml(): does not pass on zip.program to nm.unzip

Indeed, nm.extract.xml did not pass on zip.program to nm.unzip. Yet nm.unzip, though having such an argument, did nothing with it. The behavior now is to pass zip.program from nm.extract.xml to nm.unzip, and have nm.unzip use it dynamically to create a default zip.call in the case that option "unzip.call" has not been set. However, zzz.r sets option "unzip.call" unconditionally, so the behavior may be unreachable.
