Display text if a command is not available to user #91

In some cases when you go on the signup page nothing apears for example if the 
ladder has ended was wondering if you could add a little bit of text saying you 
cannot join the ladder because it has already ended

Come to think of it i think the signup page only appears empty when the league 
has ended
