Can someone verify my installation steps

I think the main issue I'm not sure I understand is this: This application 
get's integrated into your existing app.

1.) You drop the dll in your apps bin folder.
2.) You create the database (SQL Server) and run scripts.
3.) You merge appropriate entries into your apps web.config.

That's what I have done, but If I try to pull up 
http://www.example.com/elmah.axd, i get a "file not found". I reset IIS in 
between editing the web.config and attempting to access the page. Is the 
approach above incorrect?
