Activated Bluetooth-Low-Energy module on android.

Libqaul communicates via it's connection manager with the BLE-module
Nearby devices find each other via Bluetooth low energy and communicate over it

This pull request contains many changes and fixes for the qaul BLE connection module to work. Probably the most important are:

Callback functions to interconnect the android BLE modul & libqaul
Many fixes in the libqaul BLE manager
Many fixes in the BLE-module
All functionality of libqaul is working via the BLE-module
