[FIX] Fix broken impound

A previous change in version broke the impound system. This reverts back to the old system until a new solution can be developed. Specifically, this reverts the change made in https://github.com/qbcore-framework/qb-garages/commit/b6ff9b3cd37dd6f6f200a82635214f40e7a61d1d

Hello, the impounds should already work completely fine. If I'm not totally wrong, state 2 would mean that it is in the police impound.

Hey! You're correct, however, someone modified a server sided function that checks for depot vehicles, which are how impounded vehicles are handled. However, they only applied the 0 state and not the 2 state, meaning that a vehicle that is in impound couldn't be retrieved from the impound
