Seatbelt fix #39

This fixes seatbelt showing on when not on

What issue does this exactly fix?

Pretty much fixes the issue of seatbelt showing true when not actually on. So for the likes of being ejected from the vehicle, or if you where to be tased/ teleported out of the vehicle while seatbelt is on it does not turn it off via the UI unless a key is pressed this fixes that issue.
