Adding /rep command for drug reputation (qb-drugs) #43

I'm not 100% on this so might need a double check, but works for me no errors. The one thing im not sure on is the negative rep if you lose any in terms of function/color etc.

Might as well crafting to this, I was going to but I see metadata has craft and attachment craft rep.
