NUI rework in Vue 3

Description

This PR aims to remake the qb-inventory UI in Vue 3. This should make the UI significantly more maintainable. This PR is currently not finished, but is far enough along that people can use it in a testing environment and provide feedback and test it for bugs.

I've got some time to work on this again. So I thought I'd reopen in so others might be aware that this is actively developed.
