[SUGGESTION] Change the location for Repair Weapon Timer #182

Is your feature request related to a problem? Please describe. It's not really a problem I just thought it would be a quality of life update for people that are new to development

Describe the feature you'd like I found the weapon repair timer in the qb-weapons/server/main.lua and I think that it would be a quality of life for new people that have never done development wise and are only used to config. Putting the timer into the config.lua would make it easier for people to find and more adjustable.
