Features/add deny rule for subnets policy #33

Description

Implementing the Network security rules regarding the naming of the vnets, subnets, and NSG's.Enforcing a rule on all NSG'S that denys all inbount traffic. For reference see: Ticket

How Has This Been Tested?

[x] terraform test in tests/network_security succesful
[x] every test in tests/network_security with denied was indeed denied by the policy

@QBY-MarkusMaring cold you run the tests again and if they are successful release it? All tests successful
