RSS add as paused does not start downloading on resume #10566

Please provide the following information

qBittorrent version and Operating System

V4.1.5 Windows 10 (10.0.1xxxx)

What is the problem

While having rss downloader add download as always paused. After leaving it there for a while. Clicking Resume on the torrent does not start the downloading. The downloading fix after i restart qbittorrent

What is the expected behavior

RSS add torrent as paused. After coming back to check on torrent, manually resume the torrent should resume downloading

Steps to reproduce

RSS Downloader add torrent
Wait idk how long
Click Resume on torrent

Also idk if this is a variable. but im also on a VPN and have the setting set so it will only download on VPN
