is download folder network location? looks like it is. since some windows version app running with admin can't access network shares by default and in this case you will see "file not found" errors. see this link for more details about it
Thanks, Kocha, This is a single PC, not connected to any network; ethernet connection to Fiber/ADSL modem. Never had this problem until 4.1.7.
I assume, because of the presence of 'mkdir in the error messages, and the fact that new directories are not created (as they were before) automatically, that something is blocking the new directory command ... but, what ? The target download folder has full access permissions.
The problem here turned out to be related to recent some update of Windows Defender: WD was blocking the app, although no error message, or notification, of this was ever shown wither by WD or by qBittorrent.
Changed the AV software to EmsiSoft, replacing WD, and when EmsiSoft put up a waning on qB, chose to allow whatever behavior was flagged.
What in 4.1.7 is triggering getting flagged ?
Same problem here! Same behavior. Also using Windows Defender in Windows 10.64 1903. "Downgrading" qbittorrent to 4.1.6 "solves" all the problems! So now Qbittorrent is potentially less secure in 4.1.6 because 4.17 couldn't handle somthing that should make you more secure (windows defender). I won't intall any 3d party system bogging AV since it isn't needed anymore. And certainly not because Qbittorrent is incompatible with it.

Windows Defender is such an integrated part of Windows nowadays that i think that tests if a program works or not should include that default windows installation with Windows defender not stopping a program from working.

any torrent download errors out with an error that the (specified) download file location cannot be found. "Reason: #filename mkdir #filename error: The system cannot find the file specified"
The default download folder specified is not 'readonly

specify any full access permission directory as the default download directory: try to download

this problem occurs if QT is run with admin privileges this problem never occurred with previous versions of QT
