Webui global download first and and last piece of torrent option in options not just on torrent. #16321

just make a global option like deluge does, thank you.

Adding global "Sequential download" and "First-Last piece priority" options was discussed many times and was rejected everytime because of the contradiction to the "spirit" of Bittorrent.
