I think the problem is on your side.

@hhamzah99 You need to use stretch (testing) or sid (unstable) repository packages.debian.org
This bug report has nothing to do with qBittorrent.
Please, report this bug in Ubuntu/Debian repositories.
Now i cant choose sequential downloading from the web ui, that only came somewhere in 3.3, but the newest version in the debian repositories is 3.1.10
