attenuation threshold vs SLAC strength #170

I am in bit confusion with attenuation threshold in pev.ini and SLAC strength. In the documentation, I found following. https://github.com/qca/open-plc-utils/blob/358dfcf78bdaf7b0b13dcdf91cb1aae1789f2770/slac/pev.1#L108

If the average attenuation is less than the attenuation threshold it will connect.

but what is attenuation threshold has connection with the SLAC strength?

I believe transmit power is 0dBm(1mW). Is attenuation threshold is something PEV reports to EVSE?

Any explanation, highly appreciated. Thank you.
