Updated all of my cases/tutorials to use QciClient v3.0.3

Here are my recommended changes:

• The portfolio optimization use case seems to have been committed before a successful run.
• The portfolio optimization use case will need to move under tutorials-and-use-cases.
• The other three under tutorials-and-use-cases will need to have the leading underscore removed from the names.
