Stand up local ckan instance #1

Instance needs to support ckan api 2.7.3 If possible also support python 2.7.6 (or closest: 2.7.9) 'Vanilla' - no other extensions in play apart from standard for docker deployment Needs to be able to communicate with other local servers (ie: open-data-certificate server)
