The scanner page has a few complex elements on it, but this issue is specifically around the "Camera" component.
This will render a live view of what the camera sees, and provide a "take picture" button which will take a picture.
We don't necessarily need to store the picture as part of this issue (though the image should be created and ready to pass to whatever object is ultimately responsible for it)
