Currently AK and HI are shown off to the side in an uneven layout (placeholder). Need to neaten this and either line them up better or include their panels as insets.
Resolved with cb20521 ! This manually moves the counties in AK and HI to the SW corner of the L48! So no insets are needed at all anymore, streamlining the code. See here and here but I adapted the underlying code to play with sf so I did not need to coerce anything to sp.
