Allow users to upload profile pic

For those users that don't use gravatar, they need to be able to upload a pic for user profiles.

They can only have 1 pic at a time
This has got to be secure:
- Dev team to do: you must provide a spec of how you will secure file uploads

Uploading profile pics will happen inline through the navigation bar as a modal when a profile is hovered over and the 'update pic' link is clicked.

To consider for UX Design: A uniform xp system of characters per progress levels in conjunction with or to replace profile pics

My thoughts: For profile pics and for security issues, for now let's follow KA's examples of avatars, with more avatars available when you hit certain levels. We can allow actual photos as a perk for hitting a certain level.

My thoughts exactly, i'd like to have a uniform XP system of characters (character avatars) per progress for your levels.

This isn't going into development, it's going to stay low priority for UX during the next iteration.

Great idea for permitting by privilege.
