Improve documentation process and infrastructure

TODO Tim: Contact Harrissou and discuss Goal: Support direct editing on github in markdown and results published directly We discussed:

• Concentrating on English only
• Concentrating on listing features
• Allowing users to add detailed tutorials and videos as “comments”
• Move to Markdown (maybe using pandoc?)

Documentation strategy adjustments - status? Paolo: http://changelog.qgis.org/en/qgis/section/list/ - Tim demonstrates training lesson worksheets with information on the subject, data to downloads, screenshots, questions and answers. Content is structured with RST markup. Tim: Proposing that we modify the platform to also allow submission of externally prepared training resources so that we can have a central place to gather QGIS related training materials
