Based upon the history of this issue, it appears it first arose in Oct 2018 and continues to plague the macOS version of QGIS. Is there a reason why QGIS does not resolve this by obtaining Apple's notarization?

It appears this issue has been ongoing since October 2018. Are there any plans by QGIS to work with Apple to obtain their notarization so the program will work on a Mac?

@Pier0gi as pointed by @jef-n the developments and improvements in QGIS are mainly bottom to top, not the contrary, so it is mainly the hands of macOS users to put together the necessary human and financial resources. That said there is a general consensus in the project that lately the macOS installer didn't got the attention it deserved, and a discussion has been started recently in the PSC mailing list. This is still duplicate of https://github.com/qgis/QGIS-Mac-Packager/issues/31 so closing as we need to keep things as clean as possible.
What is the bug or the crash?
After installing QGIS macOS the program fails to open and an error message appears stating the following, "QGIS can't be opened because Apple cannot check it for malicious software." This error message appears for both version 3.28 and 3.30.
Installation was attempted using a mac Studio computer running Ventura 13.3.
Steps to reproduce the issue
Downloaded both the 3.28 and 3.30 versions to verify issue was repeatable on each.
Versions
Versions cannot be copied as required due to program failing to open after installation. However, I downloaded both version 3.28 and 3.30 from your download web page to determine if the bug was specific to only one version. Both versions fail to open after installation due to Apple's inability to check for malicious software.
