Reorganise the collection folder of "QGIS R script collection" to prepare for support for rscripts in Resource Sharing #20

To allow the Resource Sharing plugin to easily install R scripts in the default QGIS rscripts folder, they have to be placed in a separate directory on the same level as the svg, processing, style, ... directories. Have also renamed (new id) the collection from "rscripts" to "qgis_rscripts" to avoid confusion, and added some blank lines in metadata.ini to make it more readable.

Thanks, @anitagraser! Thanks to you, I have now been able to test a PR (https://github.com/akbargumbira/qgis_resources_sharing/pull/62) that adds support for R scripts to the QGIS Resource Sharing plugin.
