migrate QGIS2 conf between OSs #24352

A user moves between Mac-Linux-Windows and wants the same QGIS environment. At the moment settings are handled differently on each OS.

Add a core tool or plugin to port settings in any direction, perhaps into the common QGIS3 format (already done in already done: https://github.com/qgis/QGIS/pull/4305) and then back out into any of the QGIS2 formats.
