You can already use the Geodesic Measurement Tool for this purpose if I understand you correctly: measure the different segments you want to have, and click "save to layer" to turn the generated measurements into shapes.

It's becoming easier and easier to stay in QGIS to do traditional CAD drawing operations with geospatial data. To add to this, it would be wonderful to be able to add dimensional lines traditionally used in CAD software such as AutoCAD or Sketchup. ArcGIS has made this available as a good reference for what it could look like: http://desktop.arcgis.com/en/arcmap/10.3/manage-data/creating-new-features/about-the-dimension-construction-tools.htm.
Because the dimension is indirectly related to the feature, it should probably remain an annotation type and utilize the existing functionality of the measurement tools.
