[Layer properties] Weird resizing of widgets in Attribute forms tab #26736

When resizing the layer properties dialog or when its size is small and you switch to drag-and-drop designer mode in Attribute forms tab, you get that ugly screen where widgets are badly resized (i've seen that since 2.99 but forgot to report).

This is still an issue on QGIS 3.16.14 and 3.22.1.
