Support QGIS for Windows 10 ARM64(AArch64) #36393

Feature description. requesting the Windows 10 ARM64 version of QGIS.

Additional context

QGIS Windows 32-bit version works normally on Windows 10 ARM64(AArch64) version, but if more RAM is needed, 64-bit version is required.

I'd like to see native ARM64 builds of QGIS as well, since there's now a wider range of Windows on Arm devices with the Snapdragon X series SoC.
