Template from a report #41448

Describe the bug When we are using a report template and create a new one from the layout manager it created an empty layout and not an empty report.

How to Reproduce

  1. Go to an existing report
  2. Look at 'layout' menu > template is disabled

  1. Click on edit on a field group section
  2. Go back to 'layout' menu > template is available > save the template in the template folder

  1. Go to 'layout manager' > choose the template we just made > 'create'

Still true on QGIS 3.16.14 and 3.22.1.
