Import DXF results in error: 'Could not open layer list' #57087

What is the bug or the crash?

Importing a DXF file results in an error: 'Could not open layer list'. The target GPKG is created, the layers are added to the layer pane, but the layers have a bad source. Repairing one of the layers fixes all layers.

Steps to reproduce the issue

Create new project. Go to Project_Import/Export_Import DWG/DXF Set Source Drawing to a DXF file (2013 or earlier) Set Target Package location Group Name and Merge Layers are optional and do not appear to affact the outcome Press 'Import'

Error message is created.
