QGIS 3.34 LTR not loading REST services with referers #57288

What is the bug or the crash?

Using a fresh install of 3.34.6 LTR from OSgeo4W [30/04/2024] I am unable to load any REST services that reply on a Referer to load. The same is not the case for 3.36 on the same install package, they are working as expected.

Steps to reproduce the issue

install the latest LTR (3.34.6.1) using advanced installation on OSgeo4W and add the following URL - https://utility.arcgis.com/usrsvcs/servers/69fee3e0b52f4dd8860e4c8fe6b5cb28/rest/services/VectorBasemaps/OSNIFusionBasemap/MapServer

Referer - https://apps.spatialni.gov.uk/PRONIApplication/

This should display a basemap of northern Ireland but it is giving the error 'Connection failed: Error 403'

Additional context

This just appears to be an issue with the LTR version, the 3.36.2 version does not have the same issue. Both were installed using OSgeo4W installer.

I cannot reproduce on Linux master.

Can you try if the problem is already fixed in the latest master releases?

I have checked this again using the latest version of LTR 3.34.7 and it is still giving error 403. Version 3.36 is still working as intended when using a referer URL
