Default white icon on desktop after updating QGIS

What is the bug or the crash?

Was reported before, but looks like the bug is still there. You got a default blank white icon of the QGIS app on Windows desktop after updating QGIS. Only happens on desktop and only with QGIS. In other folders the icon looks normal.

Steps to reproduce the issue

Update QGIS.
Drag QGIS icon from QGIS folder to desktop.
QGIS icon becomes default white icon.

@IgorKozarchuk, thanks for reporting. Please specify:

where was reported before
what you mean with "QGIS icon becomes default white icon" (maybe a screenshot would be useful)
which installer (the OSGeo4W network installer osgeo4w-setup.exe or the stand-alone all-in-one QGIS-OSGeo4W-*.msi) you have used to install QGIS
how you exactly update QGIS
why you need to "drag QGIS icon from QGIS folder to desktop" although the installers have an option to automatically place a QGIS icon on the desktop

reported before by me on github: https://github.com/qgis/QGIS/issues/55452
like a default Windows white icon
QGIS-OSGeo4W-*.msi
just install new version and delete the previous one
installer places icons in the folder on the desktop, when you drag or copy QGIS icon from the folder to desktop, the icon becomes white. This is not happening with other apps from the folder, like SAGA

P.S. Rebuilding icon cache didn't help.
