What is the bug or the crash?

Was reported before, but looks like the bug is still there. You got a default blank white icon of the QGIS app on Windows desktop after updating QGIS. Only happens on desktop and only with QGIS. In other folders the icon looks normal.

Steps to reproduce the issue

  1. Update QGIS.
  2. Drag QGIS icon from QGIS folder to desktop.
  3. QGIS icon becomes default white icon.

P.S. Rebuilding icon cache didn't help.
