Project Settings Panel - Can't Reach Dialog Buttons For Large Font Sizes

When trying to change Project Settings, large font sizes make the dialog control buttons inaccessible.

When trying to resize the dialog box from the top, it makes the dialog box move off the screen towards the bottom.

Steps to reproduce the issue

1. Go to Settings -> Options
2. Change Font Size to 14
3. Restart
4. Go to Project -> Properties
5. See error

Maybe related to this issue: in 3.38.2 I can't resize the project properties panel on windows, which is needed to reach the dialog buttons at the bottom. Other panels like the layer properties, the style manager etc I can resize. also, in 3.36.3 I can resize the properties panel.
