Try uninstalling qgis and then completely deleting the install folder, and then reinstall. This is usually caused by a remnant of an old install in the installation directory.

I deleted the installation folder and then reinstalled but it doesn't work
@lubumoon1437 have you actually tried if the issue occurs also using a new QGIS user profile? Is QGIS able to connect to any Internet resource like the OpenStreetMap XYZ Tiles service? Have you tried to lower the network timeout, e.g. from 60000 (ms) to 1000 (ms) (Settings->Options->Network->General->Timeout for network requests (ms))? Is the URL https://plugins.qgis.org/plugins/plugins.xml?qgis=3.38 reachable using a Web browser on your system?
I tried to create a new user profile in QGIS and it doesn't work.
For that service do I need the OpenStreetMap plugin? well it doesn't work
