I don't know if that is the place to put it but let's try. Mainly a rstified copy-paste from the C++ API main page. Fixes #116

TOC could be completely dropped from index page with this nice introduction. Especially now as it is relegated at bottom of the page.

Done finally reverted. it removed it from left frame. Need to review later...
