Avoid two "Vector" menus in localized QGIS #27

This one is imho a major fail for Processing (replacing fTools) in QGIS when using a localized version. People do not realise that there are two entries Vector/tr("Vector") in the menus bar and then do not understand why they can't find their fTools functions vector_menus

Seems that it was a translation issue. Fixed for french part with qgis/QGIS#3949
