Vector Style: Reorganize line symbol layers options #40

A proposal to reorder options provided in symbol layer dialog. Looks like only Simple Line needs a refactoring

  1. Stroke (instead of Color which is not used in any of the other dialogs)
  2. Stroke Width
  3. Stroke Style
  4. Offset
  5. Join Style
  6. Cap Style
  7. Use Custom dash pattern

I'm not really convinced by the placement of the Offset option....
