Inconsistent capitalization in dialog titles #43

We mix and match capitalization styles in dialog titles across QGIS. This HIG gives no guidelines either (https://docs.qgis.org/testing/en/docs/developers_guide/hig.html).

We should:

  1. Choose a standard
  2. Document it in the HIG
  3. Update existing dialogs to match

+1 to following Qt.

I think we get tooltip capitalization wrong a lot too, and from that list I also believe we've got a few issues with combobox entries (which should be in title case)

Agreed and I can see that it's @SrNetoChan choice...
