Homogenize server env variables #110

all server env variables should start with QGIS_SERVER_

Can you add the aliases already (if set they are preferred), so we can start documenting them and then just drop the old ones later on?

Sure, I'm just collecting TODOs here, I don't know if or when I will be able to work on them but it will be good to have a list of things to fix when the times come.

I'm just afraid that we also will lack resources to do them when time comes, so I'm trying to figure out what can be prepared before (sorry if that appeared to be pushy)
