Xyz background layers #32

It will be good to use xyz-layers in QGIS (instead of the openlayers plugin layers ) where possible. This PR creates xyz-layers if they have an xyz-url (e.g. openstreetmap). Once the backend code is changed to load xyz-layers directly in the webmap (e.g. not cascaded), this PR can be merged.

Weisst Du, ob im Backend die Änderungen gemacht wurden, um den PR zu mergen?

Meines Wissens wurden die Aenderungen noch nicht gemacht. Wir sind aber gerade an der Layerreihenfolge dran, die Verbesserungen für die Hintergrundlayer kommen nachher.
