Remove dependency on QtXmlPatterns #23

QtXmlPatterns is no longer a requirement for QGIS (since 3.6.0), although it is included in the OSGEO Windows builds. This dependency causes problems for users installing under Linux / Mac, so ideally an alternative which is guaranteed to be present (existing dependency of QGIS) should be found.

Note: QtXmlPatterns is used for XSLT processing of the service metadata
