Fails to Stop and Start the Office process on Max Number of Requests for Process #89

I have set 5000 as max requests for Process. But the fails to stop and start 
new process when the requests hit this limit. Is there any workaround for this 
issue. Does increasing the time out will help?

Following is the error:
