for swc packaging change flex framework scope to external #128

At library compilation, we frequently do not need to include flex 
framework. To write dependences it is tiresome, it would be convenient to 
have one parametre of a configuration and that by default scope for swc 
packaging = external.

Well, maven doesn't allow to change default packaging.

And I fear add if's for this kind of stuff, so you should define as external 
where it
is external.  This will begin to be complex to maintain in future.
