Errors when building resource bundles in libraries

What steps will reproduce the problem?
1. Create a localized Flex library swc
2. Try to add locales for any other configuration than mergeResourceBundle=false
3. Build will not succeed

What is the expected output? What do you see instead?
Run the attached project, it will fail.
Run with -Pmerge-true it will fail.
Run with -Pmerge-false it will succeed.

It should succeed for all 3 scenarios.
