Add mojo for copylocale #77

What steps will reproduce the problem?
1. When creating a new locale, it is a manual process to run copylocale, change 
the files, then 
compile them and upload them to the repository for use in flex-mojos projects
2. It would be nice if there were a way to automate this process

What is the expected output? What do you see instead?
A simple way, either through a copylocale mojo, or an archetype, or both, to 
update Flex SDK 
framework locale files for locales other than en_US and ja_JP.
