ci: quality-filter not needed in recipe #52

this PR removes quality filter from q2-metadata's recipe file. this is not a needed dep for this plugin and was added unintentionally during our usage example sprint in 2022.

Okay looks like we do need quality filter after all b/c of the usage examples - @ebolyen should we leave as-is? Not sure if it's ideal to add another dep layer for the sake of usage examples 🤷‍♀️
