Restrict latitude and longitude values to valid results #2692

Latitude values that are valid: -90 thru +90; Longitude values that are valid -180 thru +180.

This is currently limit in the display. In other words, users can add whatever but the map will only show the valid values. Leaving open as this is part of the metadata refactor
