popup notification in the wrong place - Manage Account Page

What steps will reproduce the problem?
1. Log in to any account
2. Go to Manage Account
3. Scroll to bottom of the page

What is the expected output? What do you see instead?
expect the popup box to appear in the top area of the page or in a actual popup 
box.  I wee the div for the popup notification at the bottom of the page/

What version of the product are you using? On what operating system?
