Reopening incomplete jobs option not available. #223

What steps will reproduce the problem?
1. Set a job to incomplete
2. Select past jobs on employer page
3. click options

What is the expected output? What do you see instead?
an option to reopen the job... no options are available

What version of the product are you using? On what operating system?
test.tradie-choice.com / win 8 / chrome / firefox
