Finance-Open Closed Projects #261

What steps will reproduce the problem?
1.Login, go to finance tab
2.Choose either open or closed project radio button
3.Corresponding dropdown should show the open/closed projects

What is the expected output? What do you see instead?
Drop down is coming blank even though open and close projects exists for 
customer

What version of the product are you using? On what operating system?
Windows 8
Chrome

Hi Jon, its fixed actually. But there are some wrong text using in finance 
page. You can only pay the projects that are running. Not for open project. We 
need to change the test "Open Project" to "Running Project" in finance tab. 
What is your opinion?

Running Project should be In Progress which fall under Open, I think you've 
fixed it
